The strongest projects establish clear governance, support timely decision-making and identify risks early. In our experience, program pressure, cost escalation and operational challenges rarely result from a single issue. More often, they occur when emerging risks are not identified and managed early enough.

Our experience across these projects has been further strengthened through collaboration with leading learning environment specialists, including Associate Professor Dr Ben Cleveland from the University of Melbourne. Delivered on constrained urban sites and within complex renewal precincts, these projects introduce risks rarely encountered in traditional school developments. Site acquisition, contamination, authority approvals, transport interfaces, community integration, operational planning and future adaptability all become critical considerations that influence project success.
Navigating these environments requires more than effective project management. It requires an understanding of how complex risks interact, the ability to identify emerging issues early, and the discipline to address them before they affect program, budget or operational outcomes.
SEMZ has delivered a number of these complex projects, including Wurun Senior Campus, North Melbourne Primary School, McKinnon Secondary College and Greater Shepparton Secondary College. Collectively, these projects have provided valuable experience navigating complex stakeholder environments, urban constraints and delivery risks while maintaining focus on the ultimate objective: opening schools that are fully operational and ready for students from day one.
This perspective was further reinforced through our role as Program Assurance Consultant across the Victorian School Building Authority’s New Schools Program. Reviewing projects across the program highlighted recurring risks associated with site access, contamination, service authority connections, procurement strategy, stakeholder alignment and long-lead procurement.
More importantly, it confirmed what we see consistently across complex education projects: successful outcomes are not defined by the absence of challenges, but by how effectively those challenges are anticipated and managed. Robust governance, strategic advisory input, proactive risk management and disciplined delivery provide the framework that enables projects to respond to complexity while maintaining certainty of outcome.
