SEMZ is proud to be Project Manager and Superintendent for the Victorian Civil and Administrative Tribunal’s (VCAT) transformative new Melbourne CBD venue—delivered for Court Services Victoria (CSV).

Located at 308 La Trobe Street, this $60M+ development marks a major investment in Victoria’s tribunal infrastructure. The project consolidates VCAT’s Melbourne hearing and mediation services into one purpose-designed facility, helping improve accessibility, comfort and safety for all service users.

Project Complexity

Housed within a fully operational building undergoing simultaneous base building upgrades, this highly complex fitout spans ground floor plus 9 levels of the 300 La Trobe Street tower and includes:

  • A dedicated new VCAT ground floor lobby and entry
  • Four levels of state-of-the-art hearing and mediation rooms
  • Five levels of administration and office accommodation
  • Integrated and highly technical AV systems, acoustic treatments, and security provisions

With a constrained 8-month construction program and practical completion scheduled for November 2025, SEMZ is coordinating a complex logistics strategy to manage the safe and efficient delivery of materials into the live environment—while ensuring minimal disruption to ongoing base building works.

The new VCAT facility is designed to offer an inclusive, efficient and user-friendly environment for all Victorians. Features include:

  • Comfortable, modern hearing and mediation rooms
  • Remote witness and digital hearing technologies
  • Secure, dedicated support spaces for vulnerable users
  • Integrated on-site services from Victoria Legal Aid, State Trustees, and the Office of the Public Advocate
  • Enhanced accessibility and connection to public transport

As VCAT President, Justice Ted Woodward noted, “The new venue at 308 La Trobe Street will bring VCAT’s two CBD venues together into one central location, close to public transport links, providing a safe and inclusive place that meets the needs of all Victorians.”
